St. Margaret’s House, an affordable housing community in Lower Manhattan serving older adults and people with disabilities, is seeking a full-time, exempt, on-site Occupancy and Housing Compliance Lead who will report to the Executive Director.

POSITION SUMMARY: Occupancy and Housing Compliance Manager

Manages admissions, occupancy, and rent collection functions. Serves as the organization’s compliance resource for HUD Section 8 admissions and occupancy requirements, as well as ADA and HUD Fair Housing Policies. Supervises the Occupancy and Housing Compliance Assistant Manager. Salary range is $75K to $94K annually.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ensures compliance with HUD Section 8 housing requirements
  • Ensures compliance with local and state landlord-tenant laws
  • Develops, updates, and maintains admissions and tenancy forms and notices in compliance with HUD regulations
  • Plans, completes, and verifies all certifications and recertifications for accuracy
  • Prepares and verifies monthly housing assistance payment (HAP) billings to HUD
  • Manages timely monthly tenant rent collection
  • Maintains the waiting list
  • Plans and manages waiting list lotteries as needed, including updates to the Affirmative Fair Housing Marketing Plan
  • Maintains accurate, organized tenant and applicant files

OTHER RESPONSIBILITIES

  • Performs all duties in support of the St. Margaret’s House mission
  • Follows confidentiality requirements and all St. Margaret’s House policies, procedures, and rules
  • Handles other duties as assigned by the Executive Director
  • Takes on additional responsibilities and special projects as needed

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong interpersonal and leadership skills with staff, residents, and community members
  • Effective written and verbal communication skills
  • Fluency in Mandarin
  • Strong critical thinking and problem-solving skills
  • Strong organizational skills
  • Proficiency with Microsoft 365

 

REQUIRED AND PREFERRED EDUCATION, EXPERIENCE, AND CREDENTIALS

  • Associate’s degree required; bachelor’s degree preferred
  • Nonprofit experience preferred, especially in subsidized housing or a related field
  • Training in HUD Multifamily programs
  • Experience with HUD-related housing software
  • Ongoing training in housing-related and aging services programs
